The purpose of this template is to provide a partial replacement for use inside citation templates. Such templates are often unhappy with the complicated output of {{frac}}. For details, see: Help talk:Citation_Style 1/Archive 80#HTML markup. It's possible that someday, {{frac}} will become compatible with {{cite web}} and friends, and if so this template can be redirected or merged.
